CarProof can help

The imminent implementation of Ontario’s revised Motor Vehicle Dealers Act (MVDA 2002) and attendant publicity surrounding it has heightened the awareness of both dealers and consumers in the levels of disclosure that must be provided when selling, in particular, a used vehicle. But, whether required by the new Ontario Act or other provincial regulations, full disclosure of used-vehicle history data is simply good business.

As Russ Morrison states in his article about the MVDA revisions, compliance with “Dealer Vehicle Disclosure regulations… can be summed up in one simple word – CarProof!”

CarProof is a Canadian-based used-vehicle history reporting service that was founded to access and supply Canadian used-vehicle data that is not provided by other popular U.S.-based services. Other services The company says it is the only vehicle history service that is electronically connected “live” to the databases for each provincial and territorial Ministry of Transportation in Canada. Pther services are said to purchase data dumps periodically leaving the chance that recent important data is not included in their reports.

Through its live connections CarProof provides customers with access to the same current data used by departments of motor vehicles in Canada and the U.S. Other, U.S.-based services are not electronically connected to each Canadian province and territory, CarProof says.

In addition, CarProof provides consumers with Canadian lien and/or security interest information on vehicles.

It also says it is the only service that provides consumers with Canadian insurance and accident claims data. Through the company’s live connection to comprehensive databases that service the Canadian insurance industry, CarProof provides data from 90 percent of Canada's private insurance industry. It also has a product that instantaneously searches the ICBC database for insurance claims data in British Columbia.

Vehicles with a U.S. history are not excluded either. Carproof’s reports also provide customers with data from one of the largest U.S.-based vehicle history services. Through a live connection to Experian Automotive's two-billion-plus database records, all of CarProof’s reports are said to include the data one would get from other popular U.S.-based vehicle history services.

MVDA-specific services

To assist dealers in preparing for the new Ontario MVDA regulations, CarProof has provided a legal opinion on what is required to comply on January 1, 2010. It can be accessed online at:https://www.carproof.com/downloads/bulletin06.pdf.

As a service to consignor customers, to assist them in their remarketing efforts, CarProof is also facilitating a data feed through a web-service to consignors, the auctions, OPENLANE and others to populate as much of the MVDA compliance issues as possible.

The company has developed a method to provide parts of the data from is reports to the consignor and its third parties (whether it is the auctions or OPENLANE or others) to ensure that declarations can be made prior to sale (for upstream, midstream and downstream), during sale (online and physical sale) and post sale (on the Bills of Sale).

CarProof has gone through each of the 25 sub-sections of Section 42 of the General Regulation to the MVDA and for each of the items with which it can assist, has included an analysis and a response. Consignors can get the balance from other sources such as physical inspections, warranty information and customer survey questionnaires, to name a few. The auctions are overseeing this convergence of data from various sources, and CarProof is playing a big part in easing the burden for all involved.
